The "compulsory" in Israel's compulsory certification needs to be understood from many aspects. According to the decrees promulgated by the Israeli state, all goods entering Israel must be subject to corresponding cargo inspections by the SII agency to confirm that the goods meet Israel's national standards. The Israeli "Industry, Trade and Labor Department" calls this certification procedure "presumption of conformity". Goods are inspected in batches, that is, each incoming goods must be inspected. The test certificate issued by the last inspection can be used for the next cargo inspection, but it cannot directly replace the current cargo inspection. It will only shorten the time the goods stay in the customs, so as to save customers some customs stagnation fees (usually the SII cargo inspection time is about 40 days).
